Last-run is read from real signals (audit result file times + Beacon DB freshness); next-run is computed from cadence. The scheduler does not run anything itself, it will trigger the engines (Beacon, audit, Wright) in the Budget Governor step. Toggle + re-run are approval-gated: approval is required before any live action, and paid jobs also respect the global kill switch.
