Approval-gated safe-update procedure

Approval required. Nothing runs live from this page. FleetView only plans the update and records the owner's intent. A confirmed backup must exist first: step 1 is a hard precondition and blocks every later step until a current backup is present. The real apply is a separate owner-approved deploy that lives entirely outside FleetView.
